Apparently the Surface Pro 3's USB port outputs a max of 900ma (4.5v) which isn't enough for some USB devices. I've got some hard drive enclosures that need 1amp to function. There is one though that works if I put in a lower powered 2.5" hard drive. You may need a powered USB hub.
